In order to pursue the possibility, I have, for a reasonable fee, obtained a copy of one of the Official TED Talker Application Forms (via Applicationpirates.com) and have started to fill it out for him.
In getting the form, I had to agree to Terms and Conditions requiring that I not pass it on to unauthorized talkers such as the TEDx or TED-Ed speakers. But it didn't say anything about not publishing it in my memoirs.
